Constitution (Scheduled Tribes) Order Amendment Bill introduced in LS to include Tripura communities
New Delhi, Feb 7 : The Constitution (Scheduled Tribes) Order (Amendment) Bill, 2022 was introduced in the Lok Sabha Today to include certain communities in the ST list from Tripura. The bill, which seeks to amend the 1950 bill, was introduced by Tribal Affairs Minister Arjun Munda. Congress leader Adhir Ranjan Chowdhury, speaking on the Bill said he wants the inclusion of the Kurmi community from Chota Nagpur region in Jangal Mahal area in the bill too. He said the inclusion of communities in the Scheduled Tribes list should not be done in a piecemeal manner and it should be a comprehensive effort. Chowdhury said that many tribes have demanded inclusion in the bill. “The Kurmis want to be included as Scheduled Tribes as they are one of the most primitive tribes of Old Chota Nagpur region in Jangal Mahal region. The British census of 1872 described them as jhar kurmi,” he said. He said that in Bengal, Jharkhand and Bihar there are thousands of Kurmis who want to be included in the ST list. “We need to bring comprehensive bill,” he added. Arjun Munda said the provisions for inclusion of communities as ST is done based on research. “At different levels the community is studied and then the proposal is brought to parliament. Research is done at the Tribal Research Institute, at the state level, at the ministry level, and commission level and then it is introduced in the parliament,” he added. He said the Kuki community among the Darlong community are to be included. “As soon as we get research based reports we include them,” Munda said. Adhir Ranjan said that the Kurmis were included in the census report in 1931 and that’s why the demand is being made to include them. “Lakhs of Kurmis will be benefitted” by including them as ST, he added.(UNI)
