Caste census: Telangana budget session bill to be introduced by the Cong government
HYDERABAD JAN 30 : It has been learned that the Congress government has chosen to introduce a law on this topic during the assembly’s budget session, which is scheduled to take place in the second week of February, just a day after Chief Minister A Revanth Reddy announced that the caste census would commence in the state soon.
During the campaign for the assembly elections, Congress MP Rahul Gandhi made a caste census promise for Telangana. He wrote in Hindi on ‘X’ on Sunday, saying, “Caste census is the first step to justice! Because it is hard to create appropriate strategies for any civilization if one does not know its social and economic state.Furthermore, a caste census is the only way to guarantee that every segment of society is fairly included in the nation’s success. Kudos to the Telangana government and Chief Minister @revanth_anumula for pursuing justice by starting the process.
The caste census bill could help the Congress party’s chances in the Lok Sabha elections by giving the practice legal credibility.
Telangana’s Backward Classes make up 54% of the population, and a number of BC welfare societies have been pushing for increased representation of these groups in local elected bodies, the workforce, and education.
The “Samagra Kutumba Survey,” also known as the “Integrated Household Survey,” was carried out in 2014 by the previous BRS government. The results showed that BCs made up the majority of the state’s population—more than 51%—but the government chose not to release the information because of ongoing legal disputes.
A caste census measure is probably going to be introduced by the new Congress administration during the assembly’s upcoming budget session in February. This follows CM Revanth Reddy’s announcement that the state would hold caste sensus.
The Samagra Kutumba Survey was previously carried out in 2014 by the previous BRS government, but the results were kept confidential because of legal disputes. But according to reports, the departments used the information to create and carry out social programs and determine who would benefit from them.
A case could be made before the judiciary to enhance reservations to various sections and argue to exceed the 50% cap on overall quotas set by the Supreme Court. The caste census would assist the government in knowing not only the population of each caste but also their socioeconomic and educational conditions. Based on these data,
The National BC Welfare Association, led by Rajya Sabha MP R Krishnaiah, along with other BC organizations, has filed a lawsuit before the supreme court requesting a caste census throughout the nation. The national caste census has not been committed to by the BJP government led by Narendra Modi. Rahul Gandhi had declared that the Congress will carry out a nationwide caste census in the event that the party won the Lok Sabha elections and that it would be a part of its national electoral platform. The caste census would only be conducted in Telangana, though, if the law is approved by the assembly.
According to well-placed sources in the chief minister’s office (CMO), Revanth Reddy thought the measure should be introduced during the assembly’s next budget session.
“CM Revanth has assigned a high-level group headed by BC Welfare Minister Ponnam Prabhakar the task of drafting the caste census bill.” The source stated that the team would research the model used in Bihar and other states.
After researching the approaches used in other states, officials have been instructed to implement the most effective procedures for carrying out the census. Four months prior, the Bihar government had carried out a two-phase caste census study, which found that 63% of the state’s population was made up of BCs
